From my experience and reading the regular comments by legal eagles in the comics, it appears, and makes sense that in nearly all cases there it's a portion of blame to both parties. As BB says, get help if you have the will to fight it or just to find out for piece of mind.

Highway code rule 180 requires the car driver to ensure he's not being overtaken (worth a read DC) when turning right so it's all down to the rider's speed. What sort of road was it? Were you filtering or overtaking a row of cars? Is 60 mph feasible on that road at that time? What age was the driver?  Is his eyesight defective? All questions that can throw sufficient doubt ....
